Laying the Foundation for a Modern Cantonment
In 2018, Silver Steel Mills partnered with the Pakistan Army to establish a dedicated SSM 15 fully automatic block and paver plant at Pangur Cantonment, Balochistan. This remote but strategically important location needed reliable, high‑quality construction materials to build barracks, boundary walls, roads, and other infrastructure. Transporting blocks and tiles from distant cities like Karachi or Quetta was expensive, slow, and often unreliable.
The Army chose Silver Steel Mills because of our proven record with heavy‑duty machinery, local manufacturing, and the ability to provide full turnkey support in difficult terrain. The SSM 15 plant was selected for its compact footprint, ease of operation, and versatility – capable of producing interlocking tiles, solid/hollow blocks, and curbstones from a single machine.
The Challenge – Remote Location, Critical Timeline
Pangur is located in a sparsely populated area of Balochistan, with extreme weather (very hot summers, cold winters) and limited industrial infrastructure. The Army needed a plant that could:
-
Start production quickly – within weeks of delivery.
-
Operate reliably with minimal maintenance.
-
Produce multiple products – tiles for walkways, blocks for buildings, curbstones for roads.
-
Train local operators – both Army personnel and civilians.
Silver Steel Mills rose to the challenge. We transported the plant, erected it on site, and commissioned it within the agreed timeframe – despite the long distance and challenging logistics.
The Machine – SSM 15 Fully Automatic Plant
The SSM 15 is a single‑portion, fully automatic block making machine designed for medium‑scale production. For the Pangur project, it was configured with:
-
Single portion mould system – optimised for 15,000 tiles daily.
-
Digital batching system – ensures accurate mix of cement, sand, and crush.
-
Planetary mixer – uniform concrete quality.
-
Conveyor belt – efficient material handling.
-
Manual/auto stacker – reduces labour.
The plant was built with heavy‑duty steel (Q345B grade), imported bearings, and dual vibration motors – all chosen to withstand continuous operation in harsh conditions.
Production Capacity – Meeting the Cantonment’s Needs
After successful commissioning, the SSM 15 plant consistently achieved:
| Product | Daily Output |
|---|---|
| Interlocking pavers / tuff tiles (50‑60 mm) | 15,000 pieces |
| Solid / hollow blocks (6″×8″×12″) | 6,000 blocks |
| Curbstones (road edging) | 2,000 pieces |
This output was sufficient to support the construction of multiple facilities simultaneously – accommodation blocks, roads, drainage channels, and security posts – without relying on external suppliers.
“Before this plant, we waited weeks for blocks and tiles to arrive from far away. Now we produce them on site. The quality is excellent, and the production rate keeps our projects on schedule. Silver Steel Mills delivered a robust machine and trained our team thoroughly.”

Impact – Empowering Defence Infrastructure
The Pangur plant became a key asset for the Pakistan Army in Balochistan. Benefits included:
-
Self‑sufficiency – The cantonment no longer depends on distant suppliers for essential building materials.
-
Cost savings – In‑house production cut material costs by over 40% compared to trucking from Karachi.
-
Quality assurance – Every block and paver meets military engineering standards.
-
Local employment – Civilians were trained as plant operators, creating jobs in a remote area.
-
Rapid construction – With materials always available, the cantonment’s development accelerated.
This project marked the beginning of a long‑standing relationship between Silver Steel Mills and the Pakistan Army, leading to similar installations at Turbat, Gwadar, and other strategic locations.
A Small Part of Hundreds of Nation‑Building Projects
The Pangur Cantonment installation was one of the first defence projects undertaken by Silver Steel Mills. Today, we look back with pride knowing that those blocks, pavers, and curbstones have helped build a secure, modern cantonment in a previously underserved region.
Silver Steel Mills continues to serve the Pakistan Army, CPEC developers, DHA, and private contractors across the country. Whether it’s a remote border post or a bustling city, we deliver machinery that builds Pakistan.
